SCHOOL BOARD MARCH MEETING AGENDA SET
The Sumner County School Board will hold its regular monthly meeting on Tuesday, March 17th, in the Board Room of the District Office, 695 E. Main Street in Gallatin, beginning at 6:00 PM. A copy of the agenda can be found here.

Items to be discussed and/or voted upon include:

-The establishment of a Homeless Committee
-Second and final reading of several Board Policies, including Disruption of School Board
-Meetings, Sumner County Athletic Committee and Cheerleading Selection
Adoption of a school board five-year plan based (in part or whole) on discussions held at the school board retreat in January
-A recommendation by the director of schools to rescind (make void) the December board decision to rename the current Knox Doss Middle School to Station Camp Middle School

The public is invited to attend. As always, the board allows time for citizen comments at the beginning of the meeting on any item that is on the agenda. SCHOOL BOARD CHAIRMAN TO SPEAK TO HENDERSONVILLE LEAGUE OF WOMEN VOTERS
Mike Fussell, Sumner County School Board chairperson, will be the guest speaker at the Hendersonville League of Women Voters. The meeting will be held Monday, March 9 at 7 p.m., in the Hendersonville Hospital Conference Room. Mr. Fussell will discuss major policy and construction issues facing the Board, with a question and answer period to follow. The public is encouraged to attend. The league is a nonpartisan political organization that seeks to provide the public with information on political candidates and public issues.

STAND FOR CHILDREN SEEKS TO MOVE TENNESSEE SCHOOLS FORWARD
[I received this email yesterday from Andy Spears and am passing it along as a courtesy – Michael]

Over 60 Stand for Children members and supporters converged on the Capitol last night to attend a Senate session and engage legislators in dialogue about moving Tennessee schools forward. The meeting focused on Tennessee's urgent need for reform in public education and Stand for Children's agenda to meet that need. Continued expansion of the Tennessee's high quality, voluntary Pre-K program was clearly a priority of Stand members, though legislators attending were cautious (get the full story here). Full funding of the BEP formula and the importance of BEP 2.0, and improving all schools by improving teacher and principal quality were also on the agenda.

Please take a moment to thank the legislators who attended and urge them to take bold action this legislative session to move our schools forward. Ask them to keep all 934 pre-K classrooms, fully fund the BEP, and support items like HB 1171/SB 1186 to improve teacher quality.*

The time is now to move our schools forward. Thanks for lending your voice to our movement!

MODIFIED CALENDAR UPDATE

The Calendaring Committee presented their recommendations for the modified calendar for 2009-2010 to the school board at their study session in October. This document as presented is available for the review of parents, teachers and all other interested parties at the following link:

A quick word about the format of this document to make it less confusing. The first page of the document has comments specific to the recommended 9-1 proposal and a table at the bottom that shows how the calendaring committee voted on the two 9-2 proposals and two 9-1 proposals (9-2 meaning a two week break in the fall and spring, whereas 9-1 means a one week break in the fall and spring). The pages that follow are the four calendars that were presented and correspond to 9-1B, 9-2A, 9-2B and 9-1A (arranged in that order). In all likelihood, the calendars on page 2 (9-1 recommendation) and page 3 (9-2 recommendation) will be the ones to be debated next Tuesday at the November 18th regular session of the Sumner County Board of Education at 7:00 PM at 695 East Main Street, Gallatin.

The school board members are very eager to hear the opinions of not just teachers, but especially of parents and even those who may not have a child in school. You may send your comments to sumnerboe@bellsouth.net and please be sure to include your name and address at the bottom of your email so that each school board member can pay special attention to the comments from their own district. The Sumner County Board of Education will meet in regular session on Tuesday, October 21st at 7 PM in the District Office Board Room, 695 E. Main Street in Gallatin.

With regards to the modified calendar, if the school board votes to approve the modified calendar format this Tuesday night, then the calendaring committee will come back to the regularly scheduled November board meeting with 2-3 different calendars for 2009-2010 from which the school board will select one. SCHOOL BOARD MEETING, SEPTEMBER 23RD
In the continuation of the September 16th meeting of the Sumner County Board of Education, the school board voted unanimously to approve a motion made by board member Danny Hale that once a vote was taken by the school board on any given issue, that all members would accept the outcome as the board's decision and speak with "one voice". In other action, the board unanimously approved:
o The creation of a technology study committee to be led by Mr. Hale which will provide monthly reports for up to the next 12 months.
o A negotiated Memorandum of Understanding with SCEA on 08-09 salarieso A request to the Sumner County Commission for $4.8M to purchase the old Fleetwood Homes property for relocation of the transportation and maintenance facilities
o A request to the Sumner County Commission to approve up to $100K to cover change orders on the Gene Brown Elementary and Nannie Berry Elementary expansion projects.

EDUCATION COMMITTEE MEETING, OCTOBER 6TH

As reported in the Star-News and News-Examiner, the Education Committee of the County Commission voted to defer a final decision on the Fleetwood property until a special called meeting to be held on Monday, October 20th at 4:30 PM, by which time some alternate properties as identified by the interim County Executive will also be reviewed. In other action that was not reported by the newspaper, the Education Committee rejected the school board's request to fund the paving projects at Gallatin High School and Beech High School from the $75 million bond issue premium. The amount of these projects, which came in at $712,640 must now come out of the $179M balanced operating expenses budget for 2008-2009, which means cuts will need to be made elsewhere in the already approved budget. The motion to reject, made by Commisioner Hughes and seconded by Commissioner Goode, was approved by a 5-2 margin, with Commissioners Hughes, LeMarbre, Goode, Matthews and Vaughn voting aye and Commisioners England and Decker voting nay.

SCHOOL BOARD CALLS SPECIAL MEETING

Pursuant to a call by its chairman, the Sumner County Board of Education will hold a special called meeting at 7 p.m. on Tuesday, October 14, 2008. The meeting will be held in the Board Meeting Room of the Sumner County Schools District Office, 695 E. Main Street, in Gallatin. The items to be considered are:
1. Retention of legal council to assist with the 403(b) plan requirements.
2. Retention of legal council to represent the Sumner County School system in pending legal action.
3. Discussion of union recognition pursuant to T.C.A. 49-5-605 and to consider all options open to the Board under the Tennessee Code Title 49 Chapter 5 Part 6.

Latest Sumner County School Health Issues Update
12/14/07: A single case of MRSA Staph infection was confirmed at Rucker-Stewart Middle School in Gallatin on Friday, Dec. 14. Notices will be sent home to parents this afternoon. Out of an abundance of caution, additional cleaning has already taken place at the school. Appropriate measures have been taken involving the individual diagnosed with the infection. Privacy laws prevent us from making any additional comments about the individual. Local, regional, and state health officials have assured us that this situation is not unusual, nor is it a cause for undue alarm. We are taking steps to protect students and staff by following the advice given to us by public health officials.This brings to nine the number of Sumner County schools with a confirmed MRSA Staph infection case: J.W. Wiseman Elementary, Beech High, Gene Brown Elementary, Gallatin High, Clyde Riggs Elementary, North Sumner Elementary, Indian Lake Elementary, Hendersonville High, and Rucker-Stewart Middle.In the time since we received the first confirmation of an MRSA case in one of our schools, we have met with principals of all grade levels to discuss this situation. Information was provided by our chief nurse and our custodial supervisory staff concerning routine precautions that should be taken at every school. All of our schools have reviewed their standard cleaning activities to make sure we are doing everything possible to reduce the spread of any germs brought into our facilities.The following are downloadable pdf files of the letters sent to families of Rucker-Stewart students. Dear Sumner Residents,

A few weeks ago, the Education Consumers Foundation sent detailed information on the performance of Sumner schools to every household in the county. Our purpose was to bring parents and taxpayers more fully into the conversation about school quality.

Part of the problem in informing the public is that schools are complex organizations; and even though extensive data is available, few individuals have the time or expertise to sort through it all and make sense of it. Thus, the school quality information that the parents do receive typically comes through spokesmen and media reports. This creates a conflict of
interest: as is the case with all institutions, schools have a vital interest in maintaining a favorable public image, and their efforts can therefore run counter to the interests of parents who would prefer to have the "whole story" and not just the most flattering news.

Parents and taxpayers are the parties who have the greatest stake in schooling, yet they are among the least well informed with respect to the availability of objective school quality evidence. Our Tennessee Project, which includes our Sumner County work as well as some other initiatives in the state, is an attempt to demonstrate that it is possible to take the sophisticated data on which schools in Tennessee are evaluated and make it directly accessible to parents, taxpayers, and their elected representatives.

Sumner County is a pilot for a program that we plan to expand across the state and eventually across the nation. Given the thousands of responses to our website and other feedback, we believe that the cause of parent and public engagement in schooling has been substantially advanced in Sumner County. Families are able to see for themselves how well their local schools are performing.

Within the education community, school quality is said to be indicated by wide variety of factors-all of which, it is argued, should be included in a performance evaluation. Among parents and taxpayers, however, there is a clear pattern of priorities. In general, outcomes are more important than process; thus a school that used ideal practices but failed to produce acceptable outcomes would not be deemed a success.

From a parent’s standpoint, the success had by a school in increasing a child’s knowledge and skills from year to year is the most important attribute of a school, so that’s why we built our school performance charts on TVAAS gains in reading and math. A school that falls short on this measure cannot be considered an effective school regardless of its strengths in other areas.

Furthermore, it is important that this information be known to the public. We all want to provide the best for our children, so we need to know both which schools we should seek and which we may want to avoid. Taxpayers similarly have a need to know which schools are doing the best. They need to know which schools deserve recognition and encouragement and which need to be strengthened. Without an informed electorate, the ability of a school board to carry out the public will in matters of school improvement necessarily remains weak and limited.
Our goal has been to let parents and taxpayers know what school performance information is available, where they can find it, and what it means. Our mailing was an introduction to this body of information and to sources such as our website and that of the Tennessee Department of Education. It was intended not just as one-time event but as the beginning of a process. Tennessee has spent hundreds of millions of dollars developing TVAAS just so school performance can be clearly measured and understood, and our mission is to systematically update parents and taxpayers as to its findings.

Our outreach effort included an e-forum for Sumner residents who might have questions about our report. Because almost all questions and comments were expressed to the moderator rather than the group, we have posted the answers online for review by all interested parties http://www.education-consumers.org/sumnerqna.htm.

This list will be updated as additional questions are submitted and responses provided.

Our next scheduled report is the release of our school performance charts updated with the TVAAS data that was publicly released on November 2, 2007.

We believe that schools can improve, and we know of counties where real improvement has taken place. For example, Knox County, where value-added assessment was born, has paid careful attention to the value-added performance of their schools and the results are evident. The same thing can happen in Sumner County. It has some excellent schools; and given its growing population and proximity to Nashville, it can become one of the premier school systems in the state. In fact, Sumner’s potential for excellence was one of the main reasons we chose it for a pilot project.

School effectiveness is not something that just mystically happens. It takes leadership and hard work fitted to local circumstances, so we have no certain formulas or pat answers as to how Sumner County should proceed from here. However, here are a few suggestions:

First, know that school effectiveness is determined by the actions of the schools, and not by the makeup of the students. It is entirely within the means of the schools to become great.

In a recent study, we looked at the common practices of Tennessee’s most effective elementary and middle schools and found that they share a great deal. Our report, "Effective Schools, Common Practices" is available on our website.

Sumner County has some highly effective schools; we suggest recognizing them for their efforts, finding out what practices they use, and sharing those with others in the system.
Publicly promote value-added achievement as a goal for schools to strive for. Both the Board and the County Commissioners have stated that they want to have the best schools in your region and value-added gain is the right way to measure whether that objective has been achieved (in fact, it’s the only valid measurement). By making it the primary criterion, everyone will be focused on the same indicator as you work toward that goal.

We believe that Sumner County has an historic opportunity: a widespread public understanding of educational quality among the public and the expressed support for action from many parents. If we can be of any assistance in advancing this effort, please do not hesitate to contact us.

Every parent wants their child to receive a quality education. Those in Tennessee are fortunate to have access to data on school and student performance from the Tennessee Value-Added Assessment System (TVAAS). The Education Consumers Foundation is committed to making this information accessible so that you can make the best decisions for your child.

School Performance Charts
The Education Consumers Foundation has created interactive school performance charts for Tennessee’s public elementary and middle schools. Created from data produced by the state’s TVAAS program, the charts allow parents and other consumers of education in Tennessee to see which schools in their area and across the state are doing the most to promote academic achievement among their students. Student Projection Reports
As part of its TVAAS program the State Education Department in Tennessee collects data from each student in elementary and middle school annually that can help be used ot predict his or her future academic performance., These reports can show how your child will perform on standardized assessments like the TCAP, end of course tests, Gateway exams, and even the ACT college entrance exam. These Student Projection Reports can help you determine whether or not your child is on the path to academic success or if you need to seek additional help before it’s too late. In April and May of 2007, a researcher visited six of the most effective elementary and middle schools in Tennessee to identify the practices that they had in common. His findings can be found here.
